Case Blue

I am puzzled. I am playing a learning game as the Axis against the computer (Case Blue Long). Several turns ago I created a new Romanian corps HQ and assigned it to the 17th Army. All of the values for the HQ remain at 0%. I assume I am missing something. Any hints on how to turn this into a functioning HQ? I do not find anything in the manual.

Sorry for the delay. I am still figuring out the forum. I did assign general when I created the corps.

then you have to wait until rom staff replacements arrive to man your new HQ. you cannot buy them or order them.

Axis minor replacements start arriving once the spirits is over 65% iirc. If over 65% try setting replacement rate to "priority".
