Political Point Discrepancy

For two turns now my Prestige has been 35, but I'm only getting 30PP each turn. Is there a max on PP you can get a turn no mater what your Prestige is? I have the save file of the very start of the 2nd turn this happened. I would have taken a screenshot, but I haven't figured out how to do this...sigh!

I am using a mod for this scenario, not sure if that would have any effect on PP.

Yes check the manual. After X Prestige you get less PP per Prestige point.
