LCU Full strength measure

Hi- Latest v, Allies, 9/July/43, scenario 9. I have 1 and 2 Mar Divs in rest/training mode at Saipan. They have been there at least 4 months since last combat. I've taken the Jima's with other troops. I need these 2 divs for Okinawa.
I Mar Div has 3504 infantry and 7710 other troops, total 11214, with an Assult value of 333.
2 Mar Div has 3892 infantry and 8933 other , total 12795 , AV 361.

I thought that each div should have 15-17K troops at full strength.

Where can I find out the values if each div. is at full strength, ready for combat? I looked in the LCU data base, but that doesn't seem to answer my question. I also looked at each div's TOE, but don't know what exactly that shows. Also, where can I find out the RATE of reinforcement? I am not using tracker, as I've never been able to make it work.

You see it right under unit name, where there could be something like (90/100), indicating that unit is 90% of TOE.

Some units are even (120/100), indicating that they are set by scenario designed to be 20% overstrength. Unit cannot become overstrength during game. When that sort of unit takes casualties that push it under 100%, it can grow back only to 100%.

Sardaukar-Thanks, I see that now.

A further ?- 1 MarDiv shows 78/82 and 2 MarDiv shows 89/89. Do these mean they can never go to 100%?

No, they will go to 100%. 78/82 means that unit only have 82% of troops & equipment in inventory, unit will get more when those comes available, up to 100%. 78% of unit is fully operational, rest of things in inventory is still disabled.

78/100 would mean unit has 100% of troops & equipment, but only 78% is operational.
