Capacity with an asterisk?

could someone please tell me what does exactly mean a capacity figure with an asterisk, as below?

Is this information from the German screen or the Allied?

If from the German I would suspect that the sites with an asterisk are not yet active, but will have a production capacity of 8 when they come on-line (usually at some pre-determined date, or due to dispersal).

this is from Axis point of view, grand campaign 1944.

I haven't been able to find anything about it in the manual or in some readme.
