Leaders that fly slow to gain experience

I have multiple games going and notice that when I choose a different leader that also flies mission that they tend to very slow in gaining experience. Following a posting back a few months, I now try to choose a leader first that has high Inspiration rather than high Air skill. When I click on pilots, I see that he tends to have high skills for a bomber pilot, but poor Air skills. When I set the whole air group to 100% training, the leaders Air skill in this example still stays very low even if it near the bottom in Air skill experience. They don't seem to gain it as fast as normal pilots. Has anybody else seen this?? I will send MichalM a game file, if needed.

What's his experience level?

It's my understanding that pilots with higher experience gain skills slower than those with lower experience.

The number of missions flown by a pilot can also impact their ability to gain skills via training.
