Occupied new reinforcement hexes = no reinforcements!

Playing Directive 21 1941-45. Can't seem to keep up with capturing arrival hexes for Axis new reinforcements. Consequently game not playable because many new reinforcements don't arrive. Fix?

There's a kind of general rule most players adhere too, and some scenario-specific (designer dictated) ones.

Try contacting the scenario designer(s)- in your particular case looking at the scenario briefing (and the doc file where email addresses are explicitly stated) a number of them (or playtesters) can be emailed directly.

In a # of scenarios it's possible to block/occupy reinforcements' hexes before they even roll up (Serbia-Galicia 14, Mons 14 (?) for example), in which case there's something in the game manual somewhere (design? search?) about alternative entry points.

Would need specific unit id's to be sure, but I guess you are referring to reserve formations that were released as the front expanded and more units were needed (2nd Army, for example). So, if you don't expand the front, then your requests to OKH for additional formations will not be granted (figuratively speaking).
