Ship repairs bug? [No Docup please]

I have BB Kongo heavily damage in Kusie island. After one turn of repair by AR it repair 19 flotation points

On turn 246 Kongo was 49/91(58)/24(3)/0
On turn 247 Kongo is 49/72(58)/34(3)/0

Repair are on critical priority. I will no cry but i do not think that 19 flotation points in one day is normal for BB.

The numbers are correct. It is only minor flooding being repaired, not minor or major floatation damage.
