How does one check the rail cap??

There is probably a better method but this is what I do

Go to an empty HQ (no Divisions etc in it)

left click and choose RAIL

Choose an empty rail hex that is in max supply and right click

This will not move the HQ but it will report the amont of rail left

Then ESC so that you do not move the HQ unless you want to.

Another way is to use the shortcut keys. Hit the "/" key in the game and you will have a nice view of the shortcut keys. Alt+v+r on a hq or unit wil starts the rail transfer mode.
