Refitting ground units

I know that Japanese troops have to rotate back to Truk to refit and rest but am not sure about Allied troops. Do any of the Australian bases besides Brisbane allow this?

In my game as the Allies, I have noticed that Cooktown does add wear and fatigue to units but the other Aussie bases don't seem to be too taxing. How bout it you Aussies out there, is Cooktown in a malaria zone?

Everything south of Cookstown and all the SOPAC bases seem to offer this service.

Japan really gets the shaft here being completely tied to a single base that can be hemmed in with mines and subs.

The bases on New Caledonia are malaria free. Luganville and Efate units will degrade over time.

Being malaria free, Townsville always becomes my main western base.
