Are IJN September upgrades disfunctional?

Hello Michael,

For some time now I have been fretting over the fact that CS Chitose has not started its upgrade. Per advice gleaned recently from the forum I have also ensured that Tokyo Repair facilities exceed 50 points. This has now been the case for at least 7 days, the current game turn being the 8th day and yet it is now 29th September 1942, and the upgrade has not been triggered. This ship has been at berth since 8th July 1942.

I then happened to be checking for other delayed upgrades in Tracker and note that upgrades not starting on time appears to be a wider problem than I had first thought.

In particular I have two AS units that have also not begun automatic upgrades even though upgrades are enabled. The units in question are: AS Chogei and AS Kailanar. These two ships have been at berth since 21st August 1942 and 7th December 1941 respectively.

I am not convinced that upgrades are not totally dysfunctional as I have a CVE just completing a September upgrade. Possibly this could be related to the ship classes in question?

Please be kind enough to examine this file and express your thoughts.

P.S. I forgot to mention I am currently on version 1.7.11.18 and have been upgrading reasonably regularly.

First thing I noticed is that there is cargo on the Chitose. This stops upgrades.

Aha.. That was unknown to me... and possibly others... all units mentioned are in the same state....
