Unable to build forts

I cannot build forts or fortifications on swamps. Is it a bug?

Don't know but I wouldn't be surprised if this was as designed, forts and swamps don't go together well see? Anything heavier than wood would just sink away in the mud, and anything deeper than one metre and you would be standing waist deep in the water.

That makes sense. But also it´s impossible to build any building on high mountains. I consider forts and fortifications should be allowed here cos it´s historical and logical.
