Ok, Space bar no longer turns on message delay, and Control Z does not seem to do it with the latest patch. Can someone lead me to the hotkey that now does this. It is driving me batty..[&:]

If you want to set the delay during a turn, use the option to set the message delay in the preferences before you end the turn. This should stay set when you get the turn back and turn will play with those settings.

The space key was returned to its original settings at start of this patch (7), and ^Z was set up to change speed for full turn.

In PBEM mode, the ^Z toggles the delay between .1 and the player's saved setting. It does this to mitigate any sync issues that might be caused by skipping messages due to the 'no delay' setting.
Otherwise, ^Z will toggle between no delay and player's setting.
