Winter Offensives

Starting to play & have noticed a lot of AI offensive activity in the dead of Winter. Is there any penalty for this kind of foolishness? If not there should be.

The efficiency penalty for attacking and moving is higher in winter climates. The first attacks of the winter will therefore not be penalised much, but units involved in these attacks will lose efficiency.
