Rail through Antwerp?

Should this rail move really be allowed? It looks like the only route is through enemy controlled Antwerp.

The rail path finding is actually along rail hexes. Because you control two adjacent rail hexes on the outskirts of Antwerp you can rail past the town without controlling it.
