FORTRESSES ?

According to the manual Fortresses Provides a combat bonus to its garrison.Provides half supply IF they have any PP production. In this case, the fortress basically acts as a fortified city.Fortresses without PP production provide half supply to its garrison only.I'm wondering why Fortresses don't have an offensive capability in the game ?

Should Fortresses not be given an offensive capability ?[&:]

According to there photo they have gun inplacements,and yet they don't have an attack factor,should they not have an Artillery affect against bombarding Battleships etc, in the Gallipoli campaign when the Allies tried to force the Dardanelles, the Ottoman Fortresses took a heavy toll on the French & British warships,historical fact[;)]
