Command Action Card on a Group

Last night I tried to play a Command Action Card on a group and then move - only one unit could move

Proceeded to play with this and found that some time it worked (where all units of a group could move after the Command card was used) and other times it did not

Could not really find a pattern - was using Persistent APS
