1.06 1941 Scenario Bugs

I tested out the 1941 scenario last night with version 1.06 and found a few bugs. I just played as Switzerland to see the AI's play the whole game to it's end. I also looked at each country with all countries set to human to see their starting stuff and to run through the first turn to see what their production was like.

Finland is somehow dysfunctional. I couldn't attack any Soviet units with Finnish troops, nor move into the USSR. The Finnish units could move backwards into Finland, but not forward into the USSR. At the end of my AI test game the Finnish AI ground units were all in the same starting hexes they began the game in and none of them had gained or lost experience. The Finnish fleet moved into the Atlantic but none of the ground units moved at all.

Germany has one level of nuclear research. The USA has none. Shouldn't the USA nuclear research level be 3 bulbs and a starting level the same as in Time of Fury for it's 1941 campaign? I saw the same thing in the 1940 scenario, Germany with one nuclear research level and the USDA none. I'm not sure what the levels are in ToF, but would hope they were the same.
