Does the AI get to Pivot for Free?

I've noticed in several games against the AI that they often seem to get to pivot a unit and then take an action with other unit. I can't think of a case where that would be legal without playing a card. Is this a special leveling the playfield tactic for the AI or is it a bug?

I attached a screenshots of the dialog box that shows the Soviet AI moving twice in a row each time with a pivot or one unit.

It may be that the routine by which the AI pivots when spending CAPs doesn't always queue up the command to end the AI's turn afterward. I'll take a look at it. Just consider it a special AI leveling tactic for now

I've noticed this happens with "spent" AI units as well.
