Leader tool tips?

I've noticed in watching Let's Plays that you can get a tool tip when you mouse over a leader's traits. When I do it, I'm not getting anything. Is there a way to activate these tool tips?

Were you able to figure this problem out? Because it sounds like a bug to me. I imagine that the tool tip function is part of WinForms (or whatever it is called) used to write the interface. So the issue might be with your version/configuration of Windows or some other program you might have running simulatneously.

This is pure speculation. Need more information.

But if no matter what you get no tool tip EVAR, my money is that it's an edge-case bug. In which case send as much information as you can to the tech support.

It could be that you have Windows Tooltips disabled. I had this problem when I had tooltips disabled...

If so you can follow the instructions in the link to (hopefully) activate them.

You probably need to restart you computer. A lot of the comments on this page say that it did not work for them... but it did for me.

I get all the other tool tips. The only one that doesnt come up is when I mouse over the leaders on the leaders page.

Yep.  That's what used to happen to me (from memory).
 
Do you get tooltips when you hover over your taskbar (in windows outside of game)?  If you do then disregard what I've said.  If you don't then you (most likely?) have them turned off.

Yeah I still get the tool tips when I hover over the taskbar. This is really strange.
