Resolution??

I have put together a new computer with better graphics than my old one, and I've noticed a change in TOAW. On the old computer the display panel would have the TOAW shield surrounded by 10 stars to track % of the turn used. The new computer has the shield with 19 stars. Is this a resolution "bonus"? I really prefer the 10 stars. Is there a way to get that back.

Also, the control panel is smaller than on the older computer. I assume this too may be a resolution issue. Is there a way to enlarge the buttons? I tried lowering the resolution, but all I got was TOAW taking up only a portion of the screen. With my eyes I can not afford to only use part of the screen.
