FO's and movers can go outside of the points allocation. Ammo dumps are expensive, but they eliminate the need for more guns and/or restrictions on firing, so if you need them I'd say they go within the limits.
Then again, an additional ammo dump vs. a company of infantry or a couple of extra tanks? Prioritizing one's purchases limits the amount of ammo dumps anyway. And they are juicy targets!

Response Time

If the player doesnt respond or make contact his opponent within 3 days, the game is forfeited.
Staying Alive
-------------
You get 1 point for a win determined by the number of points calculated by the AI after the game is finished.
Everybody will play 3 games. In order to procede to Round 4, you must have 2 points. Starting with
Round 4, the contest becomes like playoffs, if you lose a game, you are out.

Is everything allowed that's not expressly forbidden? Can you use forts to protect your rear in a meeting engagement, drop paratroops, use ski troops in summer, etc..??
I plan to play Finland, and they didn't have "Ski troops" that they only used in the winter and mothballed for the summer. Finnish ski patrols were regular infantry that was equipped a little better, and maybe chosen from the better elements of companies.
