TF Route and missed engagement issues

Playing the lastest official patch with RA 5.3 mod.

I'm playing a PBEM as Japan;
I'm asking for two issues, the first on behalf of my opponent.
His STF in 95,151 (white circle in picture) moved 5! hexes towards north instead going southward to Brisbane as ordered; why? the settings were: max reaction = 1 and 'direct routing', no waypoints.
His STF finished the run in a hex together with my STF (max reaction = 2, 86% of ammo). Why were wasn't any engagement?
