
As you can see I do not yet own Rangoon. I have made 2 deliberate attacks and have had units on the Rangoon hex for a few turns now.

According to the manual (p. 254) it is not necessary for the Allies to control Rangoon in order for the Burma Road to be open. A path between Tsuyung and Ledo is supposed to be sufficient for the Burma Road to be open, even if Rangoon is controlled by the enemy.
Under official patch it is not necessary to have RangoonORIGINAL: Jonathan Pollard

Historically I think it would be a good idea for the Ledo-Tsuyung connection be in effect starting January 1945 since that's when the Ledo road was completed.
