maximum number of slots

I have rad that the maximum number of slots in PC wermacth is 25, is this the same in more complex campagins/scenarios like Berlin or Barbarrossa? Can you handle more units there? Furthermore, what is the scale of the units? REgiments/divisions? depends on the scenario?

Maximum of unit slots indeed vary per scenario, as a general rule, you start with smaller slots on the smaller scenarios/maps and they increase over time for bigger maps and scenarios.

Can you handle more units there? Furthermore, what is the scale of the units? REgiments/divisions? depends on the scenario?

Sizes are indeed abstract and vary of something between regiment/division or corps, depending on the scenario and map sizes.

thank you very much. very ehlpful. can you just give an approximate number of slots/units for Germany in Barbarrosa for example (New campaign pack).?

When you start a scenario, it tells you before you place the first unit. Look at the menu on the right.

For Barbarossa it is around 14 to 16

I recommend you go to the editor and check the scenario of interest. It will tell you the number of units allowed and show you their locations. you can even change the number, locations and type units. Also. I have found that from the ranges of the artillery, the most appropriate scale for (starting) 10 strength units are regiments.
