Units Not Moving

Hello folks.

I am in a PBEM game as the Union side. A number of my container units will not move as ordered. When I select officers out in the open, the blue move arrow appears on the screen and they move.

When I select a container (Army of the Potamac Right Wing, for example) the move arrow that appears is brown. I have ordered the move anyway and the unit "moves" to the location I select.

However, when I open the next move file received from my opponent, I see the units for which the brown move arrow appeared have not moved. These units have not been opposed by enemy units, bad weather or any other factor which I understand may hinder movement. I have been certain to have rail movement turned off.

Anyone have an idea what I am doing wrong here, or am I dealing with a bug of some kind?

I believe it is mostly to do with terrain difficulty. From page 101 of the manual (I think i've seen more colors than the three mentioned):

Shaded Arrows – A green-shaded arrow still indicates relatively easy movement between two
provinces, but a yellow-shaded arrow now indicates moderately difficult movement, and a red-
shaded arrow indicates very difficult movement. (A black-shaded arrow indicates extremely
difficult movement, and is usually seen only during winter months—see Winter Movement Pen-
alty below.) The more difficult the movement, the greater the chance that movement will fail at that
point, and the unit’s movement for that turn will end.
