Air Supply

Can you take a look at this? I've got two TCs in the vicfinity of Astrakan. When I conduct an an air resupply function to the German units in and around Astrakan I can onlly do this once. If I try to use the 1st TC (with 50 AP remaining) or the 2nd TC on those units, the 'check mark' box is greyed out. If I try to use the 2nd TC on units located in other hexes, the box is still greyed out. As far as I can tell, these TC units are fully functional and in supply. Is this WAD or am I missing something in the game mechanics?

Its very simple, you need to attach your TC to OKH!

Its the only HQ on the map with actual supply points available. These are needed to have something to airdrop.
