I'm having an issue where my " good for bombing strategic" airships will not enter enemy territory? What?

Airships won't enter enemy territory if you don't have enough ammunition to carry out an attack. You need to have at least 4 ammo in your stockpile.

I think there may be a misunderstanding of how air units are represented:

The location of your air unit represents where it is based (i.e. airfield and support etc). When you attack with an air unit, that represent the unit flying to its target, attacking, and flying back. Remember that a turn represents roughly 2 weeks.

Air unit cannot 'move' into enemy territory, but they can fly over enemy territory to carry out attacks.

Air units with bombard capabilities (like airships) require ammunition to attack. If you have the ammunition, they have a very long attack range, which makes them ideal for strategic bombardments.
