Tank armies

I'm playing my first summer 42 as soviet.
I can create tank armies from july

Are they worth the 25pts investissment ??

What are their specifities ??? [&o]

They give +1 to ADM rolls for tank and mech units, but have only 15CP (instead of usual 18). I build them for historical flavor. Essentialy a worse version of Shock and Guard armies, but one that can be built at will.
