First Bug, Neutral Belgium

I was playing Entente Single Player, not sure if I still have the save. Belgium surrendered and 1 hex was now neutral(while 2 or 3 others were occupied by my forces and I was alright in entering/exiting them) and I could not enter it with Allied Forces without DOWing Belgium.
