Shanghai army group, should it be redirected or evacuated somewhere?
I don't observe so numerous ground forces needed for the allies to assault islands and to fight for Philippines. May be I'm wrong.
What is the minimum battle odds for ground combat to make the enemy retreat? In Wite it is 2:1 and here.

What you do with the Shanghai group is really up to you, your strategy, and any "house rules" you may be playing under.

A crack army unit may make a low experienced unit with little or no fortifications and suffering from high disruption retreat under 2:1 odds. Just remember these ground units have much more in common with WWI then WWII - the advantage is definately to the defender. The more you attack with, the better your odds.
