Game Editor Issue

When using the game editor, if you set a colonisation range in the pre-game setup options, you can't place a new planet for an empire which is further away from that Empire's initial planet than the colonisation range.

I'm not sure whether this is by design, but I would prefer that the colonisation range doesn't apply when using the editor.
