Lost Battles

I loaded Lost Battles and two things looked odd.


1.) German units that have been encircled no longer "surrender" they "retreat"
2.) I had to capture Bucheresti before the Rumanians would defect.

I have another question relating to "Lost Battles" and specifically the "Stalingrad to Berlin"-scenario. The moral and experience of the German armoured divisions, arriving as reinforcements, is between 50-60. The same is true for the mechanized SS-divisions which arrive in late January, while the infantry divisions that arrive have levels of moral and experience around 70. Is this intended? It strikes me as somewhat odd.
