Can't set taxes on colony with criminal network?

Can't set taxes on colony with criminal network?

I built a criminal network on a planet, and when it was completed a pop up described the criminal network possibilities, including "This allows the pirate faction to earn tax income from the colony." I immediately assumed that you could change the colony tax rate, but you cannot, the option is grey and doesn't allow you to change taxes. So, is this a bug? Or, is the criminal network pop up description wrong/misleading?

It looks very clear to me. It says you can collect taxes, it does not say you can change the tax rate.

But then, assuming that is the case, it's in conflict with the part that says: "The Criminal Network is a powerful criminal organization that allows a pirate faction to take full ownership of a colony, controlling it just like other empires". And then the passage comes right next "This allows the pirate faction to earn tax income from the colony".

I assumed that the pirates could control colonies just like empires do when the criminal network is built. So, is that true to full extent, or except tax management? If so, maybe that part should be more clear? I mean, I control a colony now, but the tax is set to 0%. So, I can't earn tax income from the colony.

If you can control it just like other empires then you should most certainly be able to change the tax rate too. I'm guessing its a bug. Unfortunately I have never progressed far enough to build one myself so I cant confirm that it is happening for me too. Perhaps someone else could chime in with their experiences.

I had this bug twice. I bypassed it once, by deleting all the pirate base facilities on that planet.
Not sure if just deleting one facility would be enough though.
