Pirate's ship building out of whack (pics included)

If this is how the game is meant to be then I would just deal with it, but to me it seems a bug, hence being in tech support.

The fact that it is only ever one of the pirate factions that does this, the fact that all they build is just escorts, and the fact that they continue to attack and raid even when being paid protection.

Started a new game since the last patch, so far so good, no pirate hoards of escorts
