I had something like that at Adak, Alaska. It was 0 AF until I dropped two engineer units there. Next turn it went to a 1 and about 90% towards 2. That was great. Too bad that its taken two months to get to 50% of level 1 at Dutch Harbor with the same number of engineers.

The time it takes to expand facilities (ports and airfields) is not identical at different bases. Building up to a level 1 airfield with a couple of Allied Seabees when the SPS at that base is (4) should go quickly, as you've already noticed. (This may have been a bug - don't know exactly what you had there - but it is possible to build small AFs quickly with a ton of engineers.) Building up airfields or ports at bases where the SPS is (0), like the airfield at Dutch Harbor, was designed to take a long time. These (0) bases are supposed to represent spots that in real life would have had a very hard time accommodating any kind airfield (or port) at all. There's a small section in the manual on this under Bases, and I recall someone doing a really good test on this when the game first came out, but I don't have a link.

This must be what you are referring to. Excellent work in this link. I checked this before I posted here.
How long to build a base?
Yaab : 90% jump from level 2 to 3 in one day? Never seen anything like that.
General Patton : I cant remember the name of the island, about 300 miles south of Tarawa, but the port did explode to a size three from a two in about 3 turns haven't seen anything like that ever, but thought ok maybe it was just easyer at that location.
