when i was playing distant worlds extended with 20+ empires i have twice started in a system with another empire in the system.
there are 2 ruins like usual but are 4 abandoned ships (2 of them damaged).
the big problem with this is that i could not build mining stations since the system was marked as foreign territory.
i no longer have the save game file but will upload one if i see this again.

searched the forum but could not find this being reported anywhere.

that is normal, the game sometimes randomly will stick you in the same system as another race. Then it is a race to see who can crush the other one first. Not a bug. with 20 + races it will happen more often then it does with few races. You can't build there cause it does not belong to you, so you have to build in other systems. I have only managed to actaully only play through a joint system start once cuase I really dont like them and restart when it happens.
