Difficulty with Orders

I have the Anniversary Edition of SOW and cannot get my orders to be followed by my subordinates. I went through the tutorials and even there I issue orders to the generals in-charge but they either refuse or just sit there twiddling their thumbs. Is the game trying to simulate the time it takes for units to react, or is this some sort of bug, because the only way I can even get anyone to move is by moving my leader going into unit formations and selecting the formation I want them to use.[&:]

That is exactly how it is supposed to work. During battle you need to move the commander around independently to boost morale. So the addition of clicking the formation buttons is how you tell the game to move the whole unit instead of just the commander.
