[Modding question] Changing mechanics of freighters.

Hi, I have question regarding how much can you mod this game. I'm interested in mechanical changes not cosmetic ones.
For example. We have 3 freighter types but all of them carry the same missions. We often see small freighters going half the galaxy distance to take a full load of 1050 units of whatever. While large freighters with there 5000 load capacity transport some spare parts to retrofiting station.

So, I would like to be able to change some behavior mechanics related to freighters.

1. Small freighters as a role should prioritize aiding in retrofiting stations And carry out some local transport missions.
2. Large freighters should be used only to transport resources from states mining stations to colonies and only when they can fill up cargo space.
3. Medium freighters should be filling up everywhere where small and large freighters do not. Carrying out foreign transportation missions and moderate resource hauling between stations and colonies.

This also means that the balance of ship types should change.
Medium freighters would make the largest number making 50-60% of all freighters.
Large freighters would take 30% of total freighter number.
And small freighters remaining 10-20%

And now the big question. Is it possible to do this?

Maybe if you bring it to Erik's attention he'll try to work it into the planned modding expansion.
