Without losing the Britsh fleet, I had Britian Surrender end of 1916... How do you stop there moral falling that low

Without knowing what happened in the game its difficult to be certain, but the most common reason is overspending. Make sure you keep in the black with your income - or at least can cover any negative from the convoys.
