is possible to include an option to prevent saving the game during the battle PBEM? or perhaps save only a limited number of times?...


it would avoid the recharge, and players could choose...


John Tiller’s Battleground Napoleonic Wars have that option...

I believe a lot of John Tiller games have that option inbuilt where it notifies opponent if 2 or more saves have been 'used' [;)]
