Pirate Facilities?

Okay, so playing as the Ackdarians in Prewarp game. I'm well past prewarp era, doing well in the diplomacy area, and been able to trade lots of tech. I am killing the economy with a 300K cashflow [:)]. There is one issue. After taking over some independent colonies, there are still pirate facilities on the planets. And the pirates are now building a criminal network which is 27% done. How the heck do I get rid of them? And when the criminal network is finished, does that mean I lose control of my colony?

Here is how to eliminate pirate facilities from your planets:
1) Go to the Colonies Screen.
2) Check the facilities column for a pirate facility icon.
3) Click on that colony with the icon, then click on the facilities tab.
4) You will see the type of pirate facility(s) that are built or under construction.
5) Click on the pirate facility you wish to attack. In your case you will see all three types, so attack the pirate network to eliminate all three.
6) Click on the ATTACK button.
You can watch the battle on the surface combat screen.

Oh, and remember to bring a ton of troops! Pirate bases are strong, and pirate fortresses are even tougher. A general and a ship in orbit (for the space control bonus) will come in handy. =)
