ORIGINAL: Raindem
IIRC turn-based events lay dormant until the conditions are right to trigger them. So it's possible the NLF PO will play just fine the way you did it. But if you're not too far into the game it's better to re-start to be sure.
In my opinion, I'm not too far into the game and a re-start seems the thing to do. Here's how I should have started the game:

Here's the Allied turn1 view. Not too much going on at the moment. There was some recent activity in Chong Thien province in that
there's a recently busted bridge. The VC unit(s) that did the deed are probably in the area. I'll take a look around.

I'm going to move the slider into the "free fire" zone. It means +1 each turn in the EEV value but I think maybe I might need the 50%
boost in firepower, especially early in the war. I can always turn it off later.

Here's Saigon in T1. I need to get a land combat unit in the same hexes w/ the aircraft and helicopters because the VC are known to
like to damage aircraft and helicopters. Not many lift helicopters......enough lift cap. for maybe one ARVN unit at a time.

A little trick I discovered is to search w/ an aircraft unit. Select a fighter-bomber within range of the disputed territory and just mouse
around looking at the hexes you think an enemy unit might be in. If there IS an enemy unit in a hex you'll get a "target" cursor and the
unit display ( upper right ) will say VC or something like that. I've found the enemy units in question around the broken bridge and I
chased one down and killed it and flew in some ARVN Rangers to babysit another one of them and I'm thinking I need some more ARVN
Rangers yet to surround these guys.

I was driving one of the SVN Coastal boat groups around the southern edge of Vietnam looking at the coastal hexes, sometimes VC hide
next to the beach. And I drove so far I made it into Cambodian waters and found an AA unit that I can bombard.

I'm going to request the 1st Marines to take care of the security needs at Hue and I'm requesting the 2nd Air Force units for some air
support. I'm guessing that the 2nd was based in-country and that the 13th was based in Thailand. I don't remember. As the land-based
units need more support I'll call in the 1st Cav next I suppose. Or maybe some more Marines. Or the Marine Air.

Okay so I pushed the end turn button and now it's turn 2 and for some reason the Allies get two turns to move in a row. Cool.

I flew the 52nd ARVN Rangers in to help surround one of the rascals and split up the 15th Regiment but I have some hexes still needing
a unit in them for a surround. Lemme look around and see can I find somebody.

I'm going to move the 34th Tactical Group, all 32 planes, both squadrons, to Bien Hoa because I seem to remember seeing a film in the
training program about how to disarm the various munitions that we typically load on planes and Bien Hoa was in the film because there
was a severe VC attack in '65 that damaged a boat-load of planes and killed some people.

The 52nd helicopter dudes are getting replacements and filling up nicely. Now we have some lift cap. to write home about.

An NVA HQ unit appeared just north of the DMZ and that means that there is an NVA division somewhere nearby. And the ARVN 1st
Division is in garrison mode. And the requested Marines haven't shown up yet. There may be some action soon.

I did an airstrike on the NVA HQ to see if I could make a dent and also to get a list of the equipment in the unit. No dent.

Okay.......as soon as I hit the end turn button it's going to be the NLF turn to move so I'm putting most of the aircraft on interdiction so as
to hamper the NLF movement.

Here's the enemy threat this turn. Tay Ninh saw some action during the NLF turn. A VC unit destroyed the RF unit at Tay Ninh and was
last seen heading NE. I'll see who's handy to chase after that dude.

I drove TF 15.1 up to Dong Hoi and made visible the enemy stack there and backed off so as to bombard the stack.

I moved the ARVN 1st Inf Div to blocking positions near the DMZ and an NVA HQ unit appeared. It looks like it was on it's way across
the DMZ and headed south.

I hit the end turn button after I got through moving everybody and the attacks started. This is the first one: an airstrike on the COSVN
the HQ of the NVA commander of NFL forces in SVN. I had many more losses than I was anticipating because I thought it was just a
simple HQ but it turns out that it's got elements of AAA equipment organically. This is the last airstrike I'll spend on this target.....it's not
worth the losses.
