Question about ports

Question about ports

Does anyone know how much damage ports can have and still serve as a source of supply?

I have two ports on the Baltic Coast, a size 4 with 46% damage and a size 3 with 47% damage. One is a supply source, the other is not. If it was 50% - port size then either both should work, or neither should work. It is driving me crazy, especially on the Black Sea/Sea of Azov front, where none of the captured ports seem to work until I don't need them anymore.

Any insight is appreciated.

From the manual section 20.4.1.2:
If the effective port value is reduced to less than one due to damage, then supplies may not be sent through that port. However, the port damage is reduced by 10% before the supply phase and only the smallest ports would have a value less than one after the 10% reduction in damage.
