Mystery 3 Kweiyang China supply

Although connected by a major road a short distance to Kumming and then Yunan, this city starts the campaign with 156 supply and struggles to gain any supply over the first month. I am trying to improve a HQ there at the start of my new contest to see if this has any effect.

In my experience Kweiyang usually has problems receiving supply. It's road but not rail and that makes some difference plus that you usually are a bit short on supplies in China but still...
I can't epxlain it better than that.

At the moment I certainly hope that it's always a problem since I'm trying to take it away from my opponent (I'm Japanese)
