Blockade options

During the 2nd turn of the '61 campaign an event fires that announces
'Complete blockade of the Confederacy'. However, it remains an option
under the diplomacy page to blockade the Confederacy. I'm assuming the
event is for historical information only and that I still must select
the option in order to blockade. Is that correct?

You already are blockading them, look in the boxes on map and you'll see your ships. This option adds more ships to the blockade boxes and also affects foreign entry levels.
