Unable to withdraw a ship

I can not withdraw the USS Porpoise. I discovered her near Japan and decided to sail her to Sydney to withdraw her, closet port. Well I couldn't withdraw her. So I sent her to San Francisco and no joy. Now my only option is to sail her into Tokyo bay!

She's too badly damaged to withdraw.

48. Gameplay Change: Allow ship withdrawals at any on map level-9 port and some smaller ports with no enemy nearby. Ships can always be withdrawn from any off- map port or from any TF that is currently off map. Ships that are not badly damaged can be withdrawn from some on-map ports or from TFs in certain on-map regions. For on map, ship may not be on fire, total damage may not exceed 99 and no individual damage type (system, floatation, engine) may exceed 50. Ships may not be withdrawn from any on-map location where the enemy has air superiority. The
intent is to prevent withdrawal as a method of saving a ship that stands a good chance of being lost or further damaged. On map withdrawal ports are set based on the historical exit locations for ships leaving the Pacific:

To prevent stuff like this from happening - just check the due to withdraw section for airgroups and ships every two weeks orso..

Its at San Francisco, put it into shipyard repair for a day or two and then take it back out and it should have repaired the Sys damage to under 50 and you can withdraw it.

Ah! I figured as much ... thanks! An Cannon ... I was check but the Porpoise slipped threw. Ships should withdrawn like LCU's ... way too much micro management the way it is ... Someone needs to revamp the rule book and add all these game play changes.
