Scenario 28 rearming problems

Hi everybody

I'm PBEMing DBB scenario 28 and a lot of naval guns suddenly turned to rearm cost = 9999! I've checked this in the Tracker (attached picture) and in the Editor as well. I?doing something wrong, OK, but what?
