What triggers this memo?
SMS Goeben (battlecruiser) and SMS Breslau (light cruiser), arrive at Constanople, raises Turkey's morale.

And what does it actually do? and when?

When Turkey enters the war in CTGW, included is a cruiser unit. If there is no memo, does that mean no cruiser unit?

It just boosts the morale for the Turks... in reality it's some positives to help if the English go for a KO on the Ottomans early. Historically I have no clue what actually happened, I think the only ships the Turks had were outdated German ones so that may represent that exchange or what not early on?

IN game Goeben & Breslau are just an event, where in it boosts Turkish morale, and hastens their entry into the war on the Central Powers side.
