BUILD 451-Unlimited Aircraft Ordnance at bases not working?

Am i doing something wrong here? I open up the sim, go to the scenario editor, click Unlimted aircraft ordanance at bases on the realism settings.

I build an airbase (in this example NAS Sigonella from the import/export feature) and start adding aircraft to the base.

I then go to arm them and i pick a package and select it, then the planes i tried to load with a loadout turn --WINCHESTER--.

This feature still need some dev attention or am i doing something wrong?
