HELP - Historic First Turn NOT Working

I have a scenario I've worked on and been trying to restart it WITH the historic first turn of the Pearl Harbor attack.

When I started the game originally 2 years ago I was able to get the December 7th Pearl Harbor attack but now the game starts with the Kido Butai meeting a US carrier group WEST of Pearl Harbor and never launching an attack.

I have the Historic First turn switched on and want that for the first turn so how do I get that turn to happen again?

Simply restart.

Each new restart will be different.

I often go through 6-8 first turn restarts trying to get a decent start for the AI. Historical first turns can vary widely in outcome. I hate starting a game where the AI only sinks one or two BBs. I try to get a turn with at least 4-6 BBs sunk before playing on. The AI needs the victory points.

I have to admit that in somewhere near 100 first turn starts I have never seen an intercept of the US carriers west of Pearl.

Okay this is WIERD.

I am using the same scenario file and AI data files. The only difference is in the executable and it's associated pwsdll.dll that I'm using.

When I use version 1.0.4.1106i I get the Pearl Harbor strike.

When I use version 1.7.11.20b I get the surface encounter west of Pearl Harbor between Hawaii and Johnston Island.
